In Germany, the storage of liquid fertilizers is subject to strict legal regulations designed to ensure environmental and user protection. The key regulations include the Hazardous Substances Ordinance (GefStoffV), the Technical Rules for Hazardous Substances (TRGS), in particular TRGS 511 for ammonium nitrate-containing fertilizers, as well as water law regulations.
Hazardous Substances Ordinance (GefStoffV) and TRGS 511
The Hazardous Substances Ordinance (GefStoffV) regulates the handling of hazardous substances, including specific requirements for the storage of fertilizers. For fertilizers containing ammonium nitrate with more than 10% ammonium nitrate, the provisions of TRGS 511 apply. These include, among other things, regulations on storage, labeling, and fire protection. It must be ensured that fertilizers are kept away from flammable materials and that suitable fire extinguishers are readily available.
Water law regulations
Facilities for storing liquid fertilizers are classified as facilities handling substances hazardous to water and must therefore comply with water law regulations. This includes the obligation to provide containment areas or basins capable of holding the entire storage volume to prevent soil and water contamination in the event of leaks. Specific requirements may vary by state, so consultation with local authorities is essential.
Building and emissions control requirements
The construction of storage facilities for liquid fertilizers may require a permit and is subject to the relevant building and environmental protection regulations. It is advisable to contact the responsible authorities early on to clarify the specific requirements and permitting procedures.
