Faced with tight budgets and increasing sustainability requirements, more and more municipalities and transport infrastructure operators are turning to innovative retrofit methods for renewing traffic signs. Instead of replacing the traffic signs completely, a modern application of reflective film – essentially "making old things new" – can offer significant advantages. High-quality stickers and decals made of reflective film are used, which adhere optimally thanks to special adhesives, leaving no residue and providing a long-lasting effect. Both temporary and permanent versions of these adhesive traffic sign films are available .

A key advantage of covering existing traffic signs with stickers lies in the significant cost reduction. Compared to a complete replacement, which is very expensive and includes the costs of materials, installation, and disposal of new signs, the sticker approach proves to be particularly economical.

Because traffic signs must be clearly visible at night, they are coated with reflective film. If stickers are then applied to the sign, they often cannot be removed without leaving residue – the result: the entire sign has to be replaced. The damage can quickly amount to "several thousand euros," as the police in the Emsland district (Lower Saxony) report. According to officers, in 2023, stickers "related to football" were applied to 90 traffic signs there. Now the signs have to be replaced. "Gregor Becker heads the "Traffic Signs" department at the German Association of Road Equipment Manufacturers. He says the photos clearly show signs that are past their prime: "We assume that their functionality will be maintained for at least 10, 12, maybe 15 years. But after that, it deteriorates rapidly. First a little, and then very steeply." Sunlight, cleaning, minor damage, for example from snowplows – all of this causes the reflective plastic film to lose its brilliance over the years. Often, after many years outdoors, the film is also compromised by water. Gregor Becker estimates that about one in four traffic signs needs to be replaced. The former East Germany is particularly affected: The signs there were all newly erected after reunification and have hardly been replaced since. Renew traffic signs instead of replacing them

The administrative regulations pertaining to Sections 39 to 43 of the German Road Traffic Regulations (StVO) stipulate that traffic signs must be retroreflective or illuminated. Regarding photometric requirements, reference is made to DIN EN 12899-1 "Fixed vertical road traffic signs" and the relevant regulations of the German Road and Transportation Research Association (FGSV). Furthermore, the traffic signs must be marked on the reverse side with the CE marking and the RAL quality mark. The photometric properties of traffic signs are subject to an aging process. Weathering and soiling reduce their visual quality.

The ADAC (German Automobile Club) recommends replacing traffic signs when their specific retroreflective value falls below 60% of the minimum value when new (warning value) or after 15 years at the latest. However, the German Road Traffic Regulations (StVO) do not contain such a specific rule.

In conclusion, there is no fixed regulation for replacing traffic signs of a certain age. Rather, the road traffic authorities must ensure that the signs remain sufficiently recognizable at all times. They can use various criteria to assess the condition of the traffic signs, in particular their retroreflective properties and age.
